In this fact-based film, a boat full of Tamil refugees fleeing human rights violations and increased violence at the hands of the Tamil Tigers arrives off the coast of Newfoundland, starving and in poor health. After being rescued by a local fishing boat, the refugees, hoping to find asylum in Canada, make friends and become an object of fascination for the local community -- until they are apprehended by immigration officials and threatened with deportation.
