Vietnam veteran Frank Coleman is suffering with cancer after his exposure to the poisonous chemical Agent Orange. To publicize the chemical's dangerous effects, Frank enlists the help of Maude DeVictor, a Veterans Administration counselor. Despite the cover-up surrounding Agent Orange, which threatens to silence Frank and Maude, the partners refuse to back down until the government guarantees full compensation for afflicted veterans.
