Jack Herrod, the racist former sheriff of a South Carolina town, is dying of cancer. Decades ago, when a civil rights activist was murdered on Herrod's streets, he neglected to investigate the case. The activist's brother, now retired, has retreated into solitude and bitterness. His wife, however, is prepared to take on the greedy land developers who want to destroy their neighborhood in order to build a golf course.
